I want to buy a dvd player that can play any dvds in the world, but I don't no if its a region 1 or region all. is their a specific label on the box? and also are they more expensive then regular ones? Thanks in advance.

I own a 720p tv and a standard dvd player. If I buy an upscaling dvd player will I be able to notice any difference? How much difference?

You MIGHT notice a slight difference.

Your TV is already up-converting the video to 720p. But it has to convert the analog to digital.

The DVD player keeps everything digital and has an easier time doing the up-conversion. The BIG advantage is you get to hook up the player with an HDMI cable.

But since BluRay players are about $100 - this would be a better option as it will up-convert standard DVD's for you as well as play BluRay.
