For Example if i burn a disc in Pakistan,and bring it home to United States,would it still be working on any computer or DVD player.if not tell me which computer or DVD player can it work.thanks

It depends if it is NTSC or PAL encoded. Region has no bearing, since home burned DVDs usually cannot be region coded.
Some North Amercian players can play PAL fine, some simply won't. It tends to be the off-brand "import" players than can play PAL, rather than the major Japanese or S.Korean brands.

Yes sure on a dvd player but you computer might not have the required CODEC in which case you will need to download one online.
