Philips didn't make an HD DVD player so I assume you mean Blu-Ray player. I don't know exactly which factory codes you mean but I assume you mean codes to make a different device's remote control operate a Philips Blu-Ray. If that is the case you will need to be specific about what remote control you have. Those codes are determined by the remotes manufacturer and not Philips so every remote that may have the right codes may use a different code to program it.
Unless you mean that you have a Philips remote control and need the codes to operate an HD DVD player. Then I would still need to know what remote you are using. With so few HD DVD players having been released there is a good chance Toshiba used the same operational codes to operate them all.

I am thinking of buying a HD DVD off amazon and want to make sure it would play in my Regular DVD player.

No if it's an actual HD DVD format it will not play in anything but an HD player. (The HD FORMAT not just 1080 resolution)
HD DVD lost the latest format war with Blu-ray much like Beta tapes lost the format war with VHS.
