I've tried trial versions of this and that, as well as free junk that turned out not to work at prvsoft.com.
Nero seems to have turned into nothing more than a gimmick company selling software for people trying to somehow copy or rip off DVD's, it used to be a regular dvd playing software company.
So is there any truly free way, that works, to watch regular DVD's on my windows PC? I know roxio and stuff will do it for $15 or $20, but am I missing any free option that works...
thanks in advance.
No ... Windows media player does not play hollywood DVDs, unless a DVD Encoder was installed on your machine already. Even microsoft says, you have to go somewhere else and pay for it.

Can you recommend a free DVD decoder for Window's XP?

The only ones that Microsoft recommends require payment. When using a Mac interface, I can run DVDs without having to buy any software. Surely there's a way that I can do the same with Windows XP?
Answer
Just download VLC Player.

Or if you want to use only WMP, download K-Lite codecs.
