That depends on the model, I once had a portable Toshiba model that had an optional tv tuner add on. There is the option of using some a generic tuner if your player has a "video input" feature, but as for battery powered tuners I don't know whether or not there are any
There are a couple things to consider though:
1) By 2011 (I think), in the US they will no longer have over-the-air analog television signals, only HD signals which require a digital tuner. Even if you do find an add-on, I have my doubts it would support HDTV (could be wrong though)
2) Most portable dvd screens I've seen don't even support full DVD resolution (720x480), usually something a little better than half that. HDTV is much higher resolution, you might get a clear signal but won't be looking its best on a portable dvd screen
My advice would be to get a portable tv in the meantime instead. Since analog tv will be cut off in a few years, I'll bet used ones sell pretty cheaply on ebay.

If its a temporary situation you could get a portable DVD player and use head phones or connect it into the cars system temporarily but they also make DVD head units for cars that run on 12 volt systems, and fit in the dash...there are also portable units that strap to the head rest and are made for back seat viewing...
