Why does my DVD player sound like a helicopter?

Its not the tv... I turn on the DVD player and it sounds like a helicopter taking off, or maybe a machine gun. Its really loud for a few moments but the tapers off. I can still hear it the entire time I have it on, though. It stops as soon as I turn it off.

It's a Memorex. I've only had it for about a year.

If this sound is not coming through the TV speakers and the machine itself, what you are most likely hearing is the DVD disc rubbing against the disk carrier as it is spinning at a high speed. This could be because the DVD has stickers or a label on the disk (like some libraries/rental stores do). This causes the disk to be off balance at high speeds and cause it to rub against the disk carrier. You may want to point this out to your librarian, as many libraries have moved to a label that is circular and near the center so it won't wobble the disk in the player and make helicopter sounds.
Otherwise, if you are sitting very close to the DVD player, you still may hear the sound (this could be considered normal). However, you should not be hearing it a few feet away. Many entertainment centers have glass doors which help keep the noise of players contained.
If this happens with some DVD disks, but not others, it could also easily be the copy protection scheme for that particular DVD giving the player a difficult time reading the disk (intentionally wobbling the disk for copy protection reasons). Your options are limited here, as many stores do not acknowledge this problem and will not take movies back if they are opened. Not all movies are marked on the box as having copy protection, but some are, This is an area where I think congress needs to get involved as remedies for defective DRM (digital rights management) controlled disks are limited.
Barring all that or if the noise is coming through the speakers, it would be cheaper to replace the player than to have it repaired. Inexpensive DVD players (such as the Memorex is) tend to have lower quality spindle mechanisms that may make more noise if the disk is not balanced perfectly. Keep the receipt and the warranty so you can take advantage of the warranty (though most expire in a year).

I have an inexpensive DVD player and when watching DVD movies I have to turn the sound up to almost twice the normal volume on the TV. Will buying a Blu Ray DVD player help improve the sound level and quality? Is there anything else I can try with my current DVD player or TV? I have a Panasonic 42" Plasma TV.

It is the programming. You may be able to mess with dynamic range. There is a setting to limit the loud sounds from disturbing people who are trying to sleep. I use close captioning. All blue ray does is allow them to put a bunch of extra crap on the disk and more preview comercials.
